Remove the need for lispref vol1.texi and vol2.texi

* vol1.texi, vol2.texi: Remove files.
* elisp.texi: Add VOL1,2 conditionals equivalent to vol1,2.texi
* two-volume.make: Use elisp.texi as input rather than vol1,2.texi.
